The Fiscal Year 2024 Airport Terminal Program (ATP) offers up to $1 billion in grant funding, subject to fund availability.

The ATP is part of a $5 billion grant program distributed over five years (Fiscal Years 2022 to 2026).

Allocation limits for these funds are based on airport roles within the National Plan of Integrated Airport Systems (NPIAS), with not more than 55 percent going to large hub airports, up to 15 percent to medium hub airports, a maximum of 20 percent to small hub airports, and at least 10 percent to nonhub and nonprimary airports.

Projects involving airport-owned Airport Traffic Control Towers (ATCTs) will also be considered based on their impact on the National Airspace System.

Cost-sharing for ATP grants is set at 80 percent for large and medium hub airports and 95 percent for all other eligible airports.

- Indian Tribes or Pueblos owning a public-use NPIAS airport
- The Secretary of the Interior for Midway Island airport
- The Republic of the Marshall Islands
- The Federated States of Micronesia
- The Republic of Palau
Eligible Activities
Eligible activities for projects funded through the Airport Terminal Program (ATP) include:

Airport Terminal Development: This involves the development of an airport passenger terminal building, which encompasses terminal gates, access roads exclusively for airport traffic leading directly to or from the terminal, and walkways connecting to or from the terminal building. The ATP may also consider projects falling under the broader definition of "terminal development".

On-Airport Rail Access Projects: Eligible projects related to on-airport rail access, as specified in Passenger Facility Charge (PFC)

Airport-Owned Airport Traffic Control Towers (ATCT): Projects that involve relocating, reconstructing, repairing, or improving airport-owned ATCT facilities.

Justified by Civil Aeronautical Demand: Eligible projects should be justified based on the demand for civil aeronautics.
