Up to $5 million in funding available to local governments in virginia

The Stormwater Local Assistance Fund (SLAF) provides grant funding to Virginia local governments for the planning, design, and implementation of stormwater best management practices (BMPs).

Eligible projects include

    • New stormwater BMPs
    • Retrofits of stormwater BMPs
    • Stream restoration — “Urban Stream Restoration projects must receive an Army Corps of Engineers Nationwide 27 or Individual Permit to be eligible for funding”
    • Low impact development projects
    • Buffer restoration
    • Pond retrofits
    • Wetlands restoration
    • Purchase of permanent, certified non-point source nutrient credits – limited to 25% of available funds in any given funding cycle

Applicants may submit costs already incurred, but projects that have not passed the design phase are preferred. Projects that have surpassed planning and design phases may encounter difficulties in program compliance.

Eligible Applicants

Local governments in Virginia:

Any county, city, town, municipal corporation, authority, district, commission, or
political subdivision created by the General Assembly or pursuant to the Constitution or laws of the
Commonwealth, are eligible to apply for cost-share from the SLAF.

Funding

Grants can be funded for up to 50% of the eligible costs of planning, design, and installation of stormwater best management practices. The recipient must be able to demonstrate the availability of the 50% local match. 

  • Minimum funding amount of $50,000 
  • Maximum funding amount of $5,000,000

This means that a locality must have at least $100,000 in eligible project costs to be
considered and any locality that exceeds $10,000,000 in eligible project costs will receive no more than
$5,000,000.

Typically, reimbursements must be filed within 18 months of funding authorization. The program Director will make the final determination on the funding period upon authorization and signing of a grant agreement.

Deadline

September 30, 2022; funding announcement anticipated February 1, 2022.
