The British Columbia Air Access Program (BCAAP) is officially open for applications, offering a valuable funding opportunity for airports and water aerodromes across the province. Administered by the BC Ministry of Transportation and Infrastructure, the program provides capital support to help aviation facilities modernize, expand, and strengthen their operations.

Designed to enhance safety, improve reliability, and support broader economic and social objectives, BCAAP continues to play a crucial role in building a resilient aviation network in British Columbia.

Strengthening B.C.’s Aviation Infrastructure

BCAAP supports aviation facilities in achieving upgrades that benefit the communities they serve. Through this cost-sharing model, operators can access funding for essential projects that deliver:

Funding Details

BCAAP offers up to $2 million per project, using a cost-share structure that varies depending on the type of infrastructure:

  • 75% for airside and core aviation infrastructure (e.g., runways, airfield lighting, navigation systems)

  • 60% for transitional projects (e.g., terminal upgrades, fencing, gates)

  • 50% for groundside improvements (e.g., parking, roadway access)

Projects must be completed within one calendar year, encouraging timely construction and modernization efforts.

The program is open now, with applications accepted until January 16, 2026.

Who Can Apply?

To be eligible, aviation facilities must:

  • Be located in British Columbia

  • Serve fewer than 1 million scheduled passengers annually

  • Be open to public use, whether for leisure, commercial, or emergency operations

BCAAP also encourages applicants to form strategic partnerships—with Indigenous communities, local governments, agencies, and private-sector organizations—to expand the reach and impact of proposed projects.

Eligible Activities

BCAAP supports a wide range of capital improvements, including:

  • Runway enhancements and resurfacing

  • Airfield lighting upgrades

  • Navigation system modernization

  • Terminal building expansion or upgrades

  • Apron and taxiway improvements

  • Fuel storage and distribution facilities

  • Buildings and docking facilities for water aerodromes

These investments help facilities adapt to evolving demands, enhance operational efficiency, and deliver higher levels of service.
