Maximum Funding: Up to $50 million | Purpose: Support Housing-Related Infrastructure 

The Canadian Housing Infrastructure Fund (CHIF) – Provincial-Territorial Stream is now accepting applications in Saskatchewan. This program provides funding for communities and organizations to build or improve critical infrastructure that directly supports housing development.

CHIF funding is designed to ensure that communities have the essential systems in place to accommodate new housing supply, including upgrades to drinking water, wastewater, stormwater, and solid waste systems.

Who Can Apply?

Eligible applicants include:

  • Municipal and regional governments

  • Indigenous governing bodies and organizations

  • Not-for-profit organizations

  • Public sector bodies established by provincial or territorial legislation

  • Private-sector organizations (in partnership with an eligible public sector or Indigenous applicant)

Applicants may submit one capital and one planning application per intake. Regional projects involving multiple communities may submit one joint application.

Eligible Project Types

CHIF supports both capital and planning projects.

Capital Projects may include:

  • Drinking water treatment and distribution systems

  • Wastewater treatment facilities, lagoons, and sewer networks

  • Stormwater management systems

  • Solid waste facilities, including landfills, organic waste processing, and sorting systems

Planning Projects may include:

  • Housing needs assessments

  • Feasibility and design studies

  • Engineering and climate risk assessments

  • Environmental and archaeological studies

Projects must demonstrate a clear connection to increasing or preserving housing supply in the community.

Funding Contributions

CHIF operates on a cost-sharing basis between federal, provincial, and applicant contributions.

  • Municipal, regional, not-for-profits, and public sector bodies: Federal up to 40%, Provincial up to 33.33%

  • Indigenous applicants: Federal up to 100%, Provincial up to 25%

  • Private-sector (for-profit): Federal up to 25%, no provincial contribution

The maximum eligible project cost per application is $50 million.

Application Deadline

Applications must be submitted by 12:00 PM CST on Friday, November 28, 2025.

Projects selected by the Government of Saskatchewan will then be advanced to the Government of Canada for final review and approval.
