Up to $1 Million Available for Climate Adaptation Improvements
The Local Leadership for Climate Adaptation Initiative (LLCA) supports Canadian municipalities in adapting to climate change and building long-term resiliency. The initiative provides funding and skills development under three distinct streams:
Funding INformation

Adaptation in Action
- Aims to increase the implementation of equitable climate adaptation actions.
- Funding available for both implementation projects and feasibility studies until August 14, 2024.

Climate-Ready Plans and Processes
- Focuses on integrating equitable and inclusive climate resilience into municipal plans, processes, and management systems, such as asset management systems planning.
- Funding available starting Fall 2024.

Financing Adaptation
- Encourages the use of new financing models by Canadian municipalities to finance climate adaptation capital projects.
- Funding available starting Spring 2025.

Eligibility Criteria
Adaptation in Action Stream
Eligible Implementation Projects:

Cooling/Warming Infrastructure:
- Installing, retrofitting, or upgrading public cooling/warming infrastructure to reduce community vulnerability to extreme temperatures (e.g., designated cooling/warming centres, cooling corridors, naturalized areas).

Hazard Exposure Reduction:
- Incremental operations to use existing assets to reduce hazard exposure during severe events (e.g., running heating/cooling centres) over a period of up to 18 months.

Climate-Resilient Design:
- Incremental costs associated with improving the design of a capital project to incorporate climate-resilient elements.

Enhanced Municipal Services:
- Enhancing municipal service levels to respond to climate risks.

Backup Power Installation:
- Installing backup power on critical infrastructure/facilities.
-
Infrastructure Relocation:
- Relocating municipal infrastructure to safer areas.
-
Upgrading Public Structures:
- Installing, retrofitting, or upgrading public structures or critical infrastructure for municipal service provision to reduce risks associated with climate hazards.

FireSmart Activities:
- FireSmart-aligned vegetative management or vegetation-based wildfire risk mitigation activities.

Flood Protection:
- Installing, retrofitting, or upgrading structural flood protection or stormwater collection works (e.g., sponge parks, flood conveyance works, pump stations, flood walls, flood boxes, debris catchment structures, jetties, detention ponds).

Floodplain Restoration:
- Dam, dike, or channel decommissioning and floodplain restoration.

Wetland Restoration:
- Wetland restoration or construction.

Aquifer Recharge:
- Rehabilitating important aquifer recharge areas.
-
Green Infrastructure:
- Installing, retrofitting, or upgrading green infrastructure (e.g., rain gardens, bioswales, green roofs, permeable pavement).

Shoreline Rehabilitation:
- Restoring natural shoreline protection through natural infrastructure, beach nourishment, and/or bank stabilization.

Slope Stabilization:
- Slope stabilization projects that reduce the risk of debris flow, particularly in fire-impacted areas.
Eligible Feasibility Studies:
- Feasibility Studies for Climate Adaptation Projects:
- Conducting studies to determine the viability and potential impacts of proposed climate adaptation projects.
