The Government of Ontario has unveiled a new funding opportunity aimed at strengthening core infrastructure systems and safeguarding housing in communities across the province. The Municipal Housing Infrastructure Program – Health and Safety Water Stream (MHIP-HSWS) delivers $175 million to municipalities and Indigenous communities looking to upgrade or expand aging water infrastructure.
This program plays a crucial role in protecting Ontario’s housing supply by investing in infrastructure that supports climate resilience and public safety, especially in the face of rising extreme weather events.
MHIP-HSWS is a targeted stream under the broader Municipal Housing Infrastructure Program. It is designed to fund critical infrastructure upgrades that directly contribute to community health, safety, and housing stability. The program will fund projects that build or expand:
Drinking water systems
Wastewater treatment infrastructure
Stormwater and drainage systems
Flood protection infrastructure
Shoreline erosion control measures
Eligible applicants may receive up to $30 million in funding per project through a conditional contribution. Funding will be awarded based on project scope, readiness, and alignment with the program’s core objectives:
Protecting communities from flood and erosion risks
Upgrading essential infrastructure to meet modern environmental and safety standards
Preserving existing housing stock in the face of climate-related threats
Funding can be used for capital project costs, design, engineering, and construction - so long as the proposed work is essential to ensuring safe and sustainable housing capacity.
The MHIP-HSWS stream is open to:
Ontario municipalities, including single-, upper-, and lower-tier governments
Indigenous communities and organizations located in Ontario
Applicants must demonstrate their project’s relevance to the goals of the program and readiness to proceed.
Municipalities: Applications must be submitted by June 26, 2025, at 4:59 p.m. EST
Indigenous Communities: Applications are due by July 10, 2025, at 4:59 p.m. EST
Given the anticipated demand and limited funding envelope, early application is encouraged.
