The Pennsylvania Department of Environmental Protection has officially launched the Reducing Industrial Sector Emissions in Pennsylvania (RISE-PA) program—a groundbreaking opportunity for industrial operators looking to decarbonize, boost efficiency, and invest in their future. With up to $110 million available per project, this program is designed to help Pennsylvania-based manufacturers and industrial facilities reduce greenhouse gas emissions by at least 20%, create high-quality jobs, and improve air quality across the state.

Who Is This Program For?

RISE-PA supports a wide range of industrial sectors, including:

  • Manufacturing (Aerospace, Automotive, Chemicals, Food & Beverage, Machinery, Metal, Rubber & Plastics, and more)

  • Mining, Quarrying, and Oil & Gas Extraction

  • Transportation and Warehousing

  • Waste Management and Remediation Services

If you operate an industrial facility in Pennsylvania and have a project focused on energy efficiency, electrification, or emissions reduction—you may be eligible.

Eligible Project Activities

To qualify, projects must deploy at least one of the following greenhouse gas reduction strategies:

  • Industrial electrification and energy efficiency upgrades

  • Integration of low-carbon fuels

  • On-site renewable energy installations

  • Carbon capture, utilization, and storage (CCUS)

  • Fugitive emissions reduction technologies

How Much Funding Is Available?

Funding amounts vary by project size:

  • Small Manufacturers (≤500 employees):
    – Project costs $50K–$1M
    – Up to 50% of costs covered
    – Max grant: $500,000

  • Medium Projects ($1M–$66.7M):
    – Up to 30% of costs covered
    – Max grant: $20 million

  • Large Projects ($66.7M–$367M):
    – Up to 30% of costs covered
    – Max grant: $110 million

With $396 million in total program funding, this is one of the largest decarbonization-focused grant programs in Pennsylvania’s history.
