Access Up to $7 Million in Provincial Funding to Strengthen Local Transportation Networks
The Ontario Ministry of Transportation (MTO) has announced the 2026–27 intake of the Connecting Links Program (CLP), a key provincial infrastructure initiative that provides funding for the construction, repair, and rehabilitation of roads and bridges that form critical connections between provincial highways and local municipal roadways.
This program ensures that goods, services, and people can move efficiently through Ontario’s communities by supporting the local transportation infrastructure that ties directly into the provincial highway network.
Program Overview
The Connecting Links Program provides up to 90% of eligible project costs, with a maximum provincial contribution of $7 million per project.
Each year, the MTO allocates approximately $30 million in total funding to support approved municipal infrastructure projects across Ontario. Municipalities are encouraged to work with their regional MTO office prior to applying to confirm eligibility and technical requirements.
Eligible projects must take place on designated connecting link highways under the Public Transportation and Highway Improvement Act.
Eligible Project Activities
Projects eligible for CLP funding include both road and bridge works, such as:

Sub-grade preparation, base and sub-base construction

Surfacing and resurfacing of connecting link highways

Bridge deck replacements, major structural repairs, and widening

Traffic control signals and pedestrian crossovers (PXOs) warranted under the Highway Traffic Act

Illumination at intersections or rural crossings

Storm sewer installation and drainage improvements

Retaining walls, curbs, and sidewalks impacted by grade or alignment changes

Consultant and engineering costs for design, tender preparation, and project management
The program will fund up to:
Municipalities may submit one application per intake year for either a road or bridge project.
Eligibility Requirements
To qualify for funding, applicants must:

Be an Ontario municipality with one or more designated connecting link highways.

Submit the project through the Transfer Payment Ontario (TPON) portal.

Demonstrate that the project supports safe and efficient movement of people and goods.

Confirm that the same project is not being submitted under the Investing in Canada Infrastructure Program (ICIP) or other duplicate funding programs.
