Colorado’s Fleet-ZERO Program Powers Up: Funding Now Available for EV Fleet Charging Projects

Up to $500,000 Available per Project to Deploy Fleet EV Charging Infrastructure Across Colorado

Colorado is driving forward its commitment to zero-emission transportation with the launch of the Fleet-ZERO program. Opening May 12, 2025, this new initiative offers competitive statewide funding to support the deployment of fleet electric vehicle (EV) charging stations. With $3 million allocated for the first round, this program is designed to accelerate the electrification of fleet infrastructure across the state. 

What Is Fleet-ZERO?

The Fleet-ZERO program provides financial support for the installation of Level 2 and DC Fast Charging (DCFC) stations that serve fleets. The funding opportunity is open to both public and private sector stakeholders and supports a range of project types depending on ownership, access, and operational models.

Applicants will have:

  • 12 months to complete Level 2 charger installations

  • 18–24 months to complete Level 3 DCFC projects

Eligible Project Types

The program supports three core project categories:

  1. Single Fleet

    • Charging stations owned and operated by a single fleet.

  2. Shared Fleet

    • Stations shared among two or more fleets, promoting infrastructure efficiency.

  3. Charging-as-a-Service, Public, or Semi-Public Fleet

    • Charging-as-a-Service (CaaS): Providers offer charging to one or more fleets via access/utilization agreements.

    • Public Fleet Charging: Open-access, first-come, first-serve model.

    • Semi-Public Fleet Charging: Reservation-based access open to multiple fleets.

Incentive Breakdown

  • Per Dual Port Charger Incentives:

    • $6,000 for Level 2 chargers (<19kW)

    • Up to $70,000 for high-powered DCFC units (100kW+)

  • Total Incentive Range: Projects may receive $250,000 to $500,000, depending on scope and specifications.

  • Equity-Enhanced Incentives: Up to 90% of total project costs are available for:

    • Disadvantaged Business Enterprises (DBE)

    • Minority/Women/Veteran-Owned and Small Business Enterprises (MBE, WBE, VOSB, SBE)

    • Non-profits and Government agencies

Small-Scale Projects Also Welcome

A rolling application process is available for projects requesting less than $50,000, offering flexibility for smaller fleet operators to electrify without competing in the larger funding round.
