Up to $30 million in funding Available to municipalities investing in road safety and infrastructure Across The U.S.

The Safe Streets For All (SS4A) program funds regional, local, and Tribal initiatives to prevent roadway deaths and serious injuries. Established as part of the Bipartisan Infrastructure Law (BIL), this program includes $5 billion in appropriated funds for the next five years, with $1 billion available in FY22. SS4A grants fall into Action Plan Grants and Implementation Grants.

The SS4A program supports Secretary of Transportation Pete Buttigieg’s National Roadway Safety Strategy and the Department’s goal of zero deaths and serious injuries on our nation’s roadways. 

Eligible projects/Funding 

Action Plan Grants

Grants to develop a publicly available Action Plan, which includes components described on pages 4-6 of the NOFO document. The goal of this plan is to “develop a holistic, well-defined strategy to prevent roadway fatalities and serious injuries in a locality, Tribe, or region.” Applicants must complete an Action Plan, or an equivalent plan, prior to applying for an Implementation Grant.

Award Range (federal share 80%): minimum (all applicants) $200,000, maximum of $1 million for local or tribal governments and $5 million for metropolitan planning organizations.

Performance Period: 12-24 months

Implementation Grants

Grants for projects and strategies to address roadway safety problems identified in an Action Plan or qualifying substitute. See pages 13-15 of the NOFO document to determine if existing plans meet Action Plan requirements. Implementation grants may also fund activities to supplement, improve, or update existing Action Plans. Applicants may not apply for an Action Plan Grant and an Implementation Grant in the same funding cycle.

Examples of implementation grants include roadway safety treatments, crosswalk improvements, bicycle lanes, “Complete Street” transformations, and more.

Award Range (federal share 80%):

  • Local government: $5 million-$30 million
  • Tribal governments and applicants in rural areas: $3 million-$30 million
  • Metropolitan planning organizations or multiple applicants (any category): up to $50 million

Performance Period: up to five years


Eligible Applicants

  • Metropolitan planning organizations;
  • Counties, cities, towns, and transit agencies or other special districts that are subdivisions of a State;
  • Federally recognized Tribal governments; and
  • Multijurisdictional groups comprised of the above entities.
